Judge Robert King

Robert Bruce King was born in January 1940 in White Sulphur Springs, West Virginia. He earned an undergraduate degree from West Virginia University, then entered the U.S. Air Force where he served in the Office of Special Investigations. After his military discharge, he worked as a teacher and enrolled at West Virginia University College of Law where he received his Juris Doctor. He clerked at the Southern District of West Virginia, then entered private practice.
King served four years as an Assistant U.S. Attorney for the Southern District of West Virginia, returning again to private practice. Three years later, he was appointed U.S. Attorney for the Southern District of West Virginia, where he served 24 years.
He was nominated by President Bill Clinton to a seat on the U.S. Court of Appeals for the Fourth Circuit. He was unanimously confirmed by the Senate and received his commission in October 1998. He assumed senor status in August 2021.
He is married to Julia Kay Doak.

A racial balancing admissions policy employed by Thomas Jefferson High Schoool, one of the nation’s top high schools, was upheld by the Fourth Circuit Court of Appeals, striking down the ruling of a lower court that found it unconstitutional.
The appeals court ruled that a coalition of parents, students, and alumni failed to demonstrate that the school’s policy was motivated by “discriminatory intent.”
“Thus, the Coalition’s remarkable efforts to twist TJ’s admission statistics and to prove a disproportionate, adverse impact on Asian Americans students fall flat,” Judge Robert B. King wrote in the majority opinion. “By the same token, the Coalition’s contention that the Board’s aim to expand access to TJ and to enhance the overall diversity of TJ’s student population constitutes per se intentional racial discrimination against Asian American students simply runs counter to common sense.”
